The project “Humanitarian Support for Vulnerable Households: Home Winterization” is implemented by the Public Resources and Initiatives Charity Foundation with the support of The Church of Jesus Christ of Latter-day Saints.
The project aims to provide urgent humanitarian assistance in the form of winterization kits to vulnerable households living in damaged, temporary, or inadequately insulated housing and lacking sufficient resources to prepare their homes for the winter season.

Project Goal
To provide urgent humanitarian assistance through heating and winterization support to 350 vulnerable households in the Valky Territorial Community of Kharkiv Oblast and in the city of Dnipro and surrounding communities of Dnipropetrovsk Oblast, ensuring safe and dignified living conditions during the winter period.

Key Project Components
Transparent procurement of winterization kits
All project-related procurements are conducted through open tender procedures in accordance with the internal procurement policy of the Public Resources and Initiatives Charity Foundation and in line with the principles of transparency, integrity, and efficient use of donated funds. All goods are purchased from certified suppliers that ensure proper quality standards and warranty obligations.
Assembly of winterization kits
Each kit is formed as a single, indivisible unit and includes basic materials for insulating residential spaces (windows, doors, thermal contours) necessary to retain heat within households.
Logistics and delivery
Organization of the delivery of winterization kits directly to communities in the designated regions, taking into account security conditions and the possibility of phased delivery.
Prioritization of the most vulnerable families
Beneficiary selection is carried out in cooperation with local partners and communities, based on vulnerability criteria and the urgency of needs.
Coordination with local communities and partners
The project is implemented in close cooperation with local authorities, civil society organizations, and volunteer initiatives to ensure transparency and targeted assistance.

As a result of the project implementation:
Achieved Results
As a result of the project implementation, 350 vulnerable households in Dnipropetrovsk and Kharkiv oblasts received winterization kits to help them get through the cold season in a safer and more dignified way. Assistance was provided to families in the city of Dnipro and nearby communities of Dnipropetrovsk oblast, as well as in the Valky territorial community of Kharkiv oblast.
Thanks to an effective procurement process conducted through an open procedure, the project was able not only to provide the planned number of kits, but also to use the savings to additionally purchase and distribute 164 winter blankets for internally displaced persons in Dnipro.
Within the project, 350 winterization kits were distributed: 175 kits to households in Dnipro and nearby communities, and another 175 kits to households in Kharkiv oblast, including the Valky community. The kits included items for heating, autonomous lighting, basic energy resilience, materials for insulating windows and doors, warm blankets, and other essential items to help preserve warmth in homes.
Assistance was provided to the most vulnerable categories of the population: internally displaced persons, local families living in damaged, temporary, or poorly insulated housing, households with children, older persons, people with disabilities or chronic illnesses, and female-headed households.
Overall, the project reached more than 1,100 people, including family members of aid recipients. The kits helped families reduce risks to life and health during the cold season, support the thermal safety of their homes, and maintain access to light and basic energy supply during power outages.
The project also confirmed the effectiveness of a transparent humanitarian support model: open procurement, cooperation with local partners, targeted selection of recipients, logistics to communities, and documented confirmation of aid distribution made it possible to ensure targeted, free-of-charge, and responsible support to vulnerable households.
